Government Code Section 13970 and Civil Code of Procedure 425.16.

We believe that in bringing these issues to the public we are helping to prevent the commission of crimes against people and within a
general law city and that these actions may even assist in apprehending criminals as protected under
Government Code Section 13970.
"Direct action on the part of private citizens in preventing the commission of crimes against the person or property of others, or in apprehending criminals, or rescuing a person in immediate danger of injury or death as a result of fire, drowning, or other catastrophe, benefits the entire public."
In addition, The City of Twentynine Palms is a general law city of the State, therefore, Recall29.org's statements could also be protected under the
California Whistleblower Protection Act, Government Code Section 8547, et seq.
"8547. This article shall be known and may be cited as the "California Whistleblower Protection Act."
8547.1. The Legislature finds and declares that state employees should be free to report waste, fraud, abuse of authority, violation of law, or threat to public health without fear of retribution. The Legislature further finds and declares that public servants best serve the citizenry when they can be candid and honest without reservation in conducting the people's business."
These legal authorities are in addition to the First Amendment of the United States Constitution and the California State Constitution Section 3.
